World Bank approves lending strategy for Moldova

WASHINGTON, Jan 29 (Reuters) - The World Bank approved on Thursday a new lending strategy for Moldova, which will see between $45 million to $50 million in loans a year over the next four years.

The new country partnership strategy for 2009 to 2012 will focus on environmental projects, improving economic competitiveness through business reforms and ensuring transparency in the public sector.

In addition, the loans will support investments to modernize infrastructure in Moldova, a country of about 4 million wedged between Romania and Ukraine.

"In a challenging global environment, Moldova has set the course to modernize its economy and build a prosperous European future," said Melanie Marlett, World Bank Country manager for Moldova.

"The new country partnership strategy aims to build on our previous successes and provides a flexible framework to help Moldova weather global risks."

Moldovan premier participates in regional European conference
of International Labour Organisation

Chisinau, 11 February. - Prime Minister Zinaida Grecianii participated in the eighth meeting of the Regional European Conference of the International Labour Organisation (ILO), held in Lisbon, Portugal, today, according to the government's press service.

The prime minister unveiled a report on the economic and social situation in Moldova, as well as the actions undertaken to diminish the impact of the global economic crisis on the Moldovan economy. Thus, although at the beginning, the economic liberalisation initiatives launched by the Moldovan president, among which fiscal amnesty, capital's legalisation and zero tax on reinvested profit, were aimed at wooing investments to Moldova's economy, they proved to be relevant and had a favourable impact on the abolition of consequences of the economic crisis. In particular, they helped make important financial resources available to economic agents - an approach which is at the basis of policies adopted in other states now, in order to reduce the effects of the crisis.

Thus, the direct foreign investments in the national economy hiked by 80 per cent in 2008, and the Gross Domestic Product saw a 7.2-per-cent growth, exceeding the government's initial forecasts.

One of the main ideas, on which the participants in the conference insisted, resided in the need to consolidate the social protection of employees in the crisis period, not to allow the diminution of people s solvency and of consumption, which is a vital element for economic activity in crisis conditions.

Also today, the prime minister had a bilateral meeting with ILO director-general Juan Somavia, with whom she discussed the collaboration between this international organisation and Moldova. Zinaida Grecianii appreciated the International Labour Organisation's contribution, including to the holding of the social dialogue through the tripartite commission - government-employers-trade unions, and stressed the need to deepen the Moldova-ILO ties.

At the same time, Juan Somavia showed content with the level of cooperation with Moldova. He emphasized that the social dialogue is an instrument which can efficiently contribute to overcoming the challenges which may appear during the international economic crisis. Moldova's experience is considered as very useful, along with the other states' actions, in order to define the measures at the regional European level which are to be undertaken, as well as to assess their impact on the world situation, the ILO director-general said.

The sides agreed to launch a study on remuneration in Moldova's informal economy, in the context of ILO's country strategy. This study will allow identifying solutions to this social vice - paying salaries in envelopes, which deprives employees of social guarantees that are so important, especially during the world economic crisis, Zinaida Grecianii said.

China likely to provide Moldova with one-billion-dollar loan

Chisinau, 23 July - The Moldovan government and the state-run Chinese corporation COVEC today signed a memorandum of understanding on a loan of about one billion dollars for Moldova to carry out infrastructure projects.

The agreement was signed in Chisinau by Construction and Territorial Development Minister Vladimir Baldovici and the director of the Chinese National Overseas Engineering Corporation (COVEC), Fang Yuanming.

Baldovici said that the loan will be given for 15 years with a 3-year grace period and an advantageous interest rate. The proceeds will be used to reconstruct roads, water supply systems, water cleaning stations, etc.

One of the conditions of the Moldovan side was that 90 per cent of the participants in the implementation of the project be Moldovan specialists.

Baldovici said that the agreement may enter into force in four months provided that it is ratified by the Moldovan parliament. The document is the first of this kind for Moldova and proves China's credibility in the country, he added.

For his part, Fang Yuanming said the document represents an important step in the two state's relations and voiced hope that the agreement will be successfully carried out.

The state-run COVEC Corporation is the leading Chinese construction company. It implemented over 1,550 projects in about 60 countries.

China confirms willingness to provide Moldova with 1-billion-dollar loan

Chisinau, 23 October /MOLDPRES/ - Prime Minister Vladimir Filat today met Chinese Ambassador to Moldova Longzhuang Shi, the government's press service has said.

The sides discussed bilateral relations and cooperation. They noted that the Moldovan-Chinese relations have essentially advanced due to the traditional friendship relations and mutual understanding. The economic relations are also continuously on the rise although their potential has not been fully used. The officials advocated the continuation of joint activities in order to promote mutually advantageous bilateral relations.

The Chinese diplomat pointed out the common wish to deepen bilateral dialogue, which was proved by active and efficient cooperation, including through China's assistance for Moldova worth five million Yuan (about 732,000 dollars). The aid was meant to purchase office supplies for the presidential administration and the parliament, and back military reforms in Moldova in line with an agreement signed during a visit to China by the head of the Moldovan Army's Headquarters on 21-28 September 2009.

The official confirmed China's willingness to provide Moldova with a loan of one billion dollars in line with a previously negotiated memorandum of understanding. The proceeds are meant for an infrastructure project.

Prime Minister Vladimir Filat thanked the Chinese partners for their constant support and emphasized the importance to negotiate and carry out all joint projects in as transparent conditions as possible. "Moldova's citizens have the right to know the terms of documents like this. Now that we have thoroughly analyzed this document, we can firmly say that this project is of interest for Moldova. We are open to discuss highly professionally all details in order to establish clear implementation principles," Filat said.

The Chinese ambassador confirmed the mutual interest of participants in the project and expressed hope that its successful implementation will bring many benefits for Moldova's citizens.

"We know that presently Moldova enjoys big support from international partners. We hope that China will supplement the number of partners," Chinese Ambassador to Moldova Longzhuang Shi said.
